Using the information that is provided by an Appraisal or Assessment, Strategic and Tactical Action Planning consists of establishing priorities and plans for process improvement work.

Software Process Improvement affects most parts of an engineering organization and requires both management and technical commitment for success. Therefore, it is imperative that the senior executives agree on the important process improvement activities and authorize the expenditure of money and time on them. The Strategic-Planning workshop is a one- or two-day forum for coming to consensus and formalizing the authorization to move forward.

After senior management has set the priorities for process improvement, Tactical Plans must be put into placee to assure success in achieving the goals of the process improvement effort. Tactical Planning can take many forms, but should generally take the form of a Process Improvement Project Plan.
